HBF Member Briefing: 'Starter Home' Initiative

The Prime Minster today made a further announcement about the Starter Home scheme which will offer first-time buyers a 20% discount for new homes built on under-used or unviable brownfield sites. The scheme was first announced at the time of the Conservative Party Conference, but it has now become Coalition Government policy.

HBF has been in discussions with officials at No.10 and DCLG since before the scheme was first announced in September. Throughout we have stressed to Government that we support the broad principles of the scheme – helping first-time buyers, providing additional land and new homes beyond what the planning system is allocating, encouraging reuse of brownfield land – and we are keen to work with Ministers and officials on practical details of how the scheme should operate. Before the scheme was announced in September HBF provided officials with a preliminary analysis of the scheme, including the key areas that would need to be addressed to ensure it was successful.

The Government is keen to have a web site in operation for the New Year where potential first-time buyers can register their interest. HBF is working closely with officials on the role we could play in providing such a website.

HBF will be also be working with Government to set up a facility for house builders to register their interest, and to receive information, about the scheme.
